I remember having this scented doll as a child. Anyone here knows how to put fragrance on dolls? thanks everyone!

You can lightly dab a bit of essential oil or spray perfume on the doll's clothes or hair, just avoid plastic parts to prevent damage...I can tell ya, it works pretty well!

Re-scenting dolls vary, depending on the material.
For doll hair, you can try mixing a small amount of water-soluble doll hair fragrance with water and soaking the hair in it or even adding it to the water if you're doing a boil perm or wash.
For the doll's body itself, I don't recommend directly applying the perfume as it can sometimes damage the plastic or paint like what @Chuckyyy said.
One trick you can do is to put a scented sachet or cotton ball with a few drops of essential oil in an airtight container with the doll for a while.
You can also even put it inside the doll's head if it's hollow and you're comfortable with that!
Also since you're just new to these methods, I suggest doing a small, inconspicuous test patch before full application!!
